3. DOLE Online Registration of Establishment (1020)

3.1. About Rule 1020

3.1.1. 1021 : General Provisions

Every employer as defined in Rule 1002 (1) shall register his business with the Regional Labor Offic or authorized representative having jurisdiction thereof to form part of a databank of all covered establishments.

3.1.2. 1022: Registrable Unit

The establishment regardless of size of economic activity, whether small, medium or large scale in one single location, shall be one registrable unit.

3.1.3. 1023 : Period of Registration

(1) Existing establishments shall be registered within sixty (60) days after the effectivity of this Standards.


(2) New establishments shall register within thirty (30) days before operation.

3.1.4. 1024 : Registration

(1) Registration shall be made in form DOLE-BWC-IP-3 in three copies and to be submitted to the Regional Labor Office or authorized representatives.


(2) Registration shall be free of charge and valid for the lifetime of the establishment except when any of the following conditions exists, in which case, re-registration as if it were a new establishment is required:

  • a. change in business name,
  • b. change in location,
  • c. change in ownership, or
  • d. re-opening after previous closing.

(3) Registration shall include a layout plan of the place of work floor by floor, in a scale of 1:100 meters white or blue print showing all the physical features of the workplace including storage, exits, aisles, machinery, clinic, emergency devices and location.


(4) The registration form may be reprinted or reproduced and the back page may be used for other information.

3.2. Definition of Terms

3.3. Data Privacy and Security

While providing for access to information, the DOLE offices shall afford full protection to a person’s right to privacy, as follows:

  1. Ensure that personal information, particularly sensitive personal information, in its custody or under its control is disclosed only as permitted by existing laws;
  2. Protect personal information in its custody or under its control by making reasonable document security protocol against unauthorized access, leaks or premature disclosure;
  3. The FRO, FDM, or any employee or official who has access, whether authorized or unauthorized, to personal information, the DOLE offices shall not disclose that information except authorized by existing laws.

3.4.2.3. Check Applicant Page (Pending)

3.4.2.3.1. Viewing Applicant

To view the applicant details, please click the button "VIEW"

3.4.2.3.2. Approval

On the top right corner of the page, contains the actions buttons. After evaluating the applicant, click to the "APPROVE" button. A pop-up will appear once the button has been clicked, that pop up contains fields that are required to approve the applicant.

3.4.2.3.3. Denial

3.4.2.4. Check Approved Page

This page contains the list of  Approved and Registered Establishments. On your sidebar, click the "Dashboard" Section. A dropdown will appear and click "Approved Applicants" to access the page.

3.4.3. Application Processing

After submission of application, DOLE-X document approver shall check submitted application by downloading attached documents and assess the validity of the data.

3.4.3.1. Approved Application

After the assessment, applications that are processed internally and has been approved my signatories shall be updated by changing their status from Pending to Approved

When an application is approved by all asignatories, document processor updates the status of the application and then add remarks to provide instructions to client on the next step of the process which is claiming the certificate.

3.4.3.2. For Pending Application

Applications that are lacking with requirements and/or lacking data, shall be remarked with the status of Pending in the status. Also,the Remarks field shall be updated noting the remarks and comments of the DOLE=X Focal Person.
 

It is required to state remarks for every update of the approval process

3.4.4. Issuance of Certificate

Upon appoval of applicantion, the 1020 focal person will send and email to the client notifying the approval of the client's application. The 1020 focal will also send the certificate of registration to the client's email.

3.4.5. Update of Credentials

Incase of the need for the client to update his/her data, client can send an email request stating the data that the client would like to be updated.
