4. DOLE Online DO 174

4.1. Overview

DOLE Online Registration of Job Contractors and Sub-contractors is a new system to provide effeciency and transparency to all businesses/establishments, clients, employers and DOLE inspectors.

4.1.1. About DO-174

The Certificate of Registration of Contractors is issued to all parties engaged in legitimate contracting and subcontracting arrangements in accordance with DOLE Department Order (DO) No. 174, Series of 2017/Rules Implementing Articles 106 to 109 of the Labor Code, as Amended.

4.1.2. Who may avail

Any person or entity engaged in legitimate job contracting and subcontracting arrangement providing services for a specific job or undertaking farmed out by principal under a service agreement except those who are engaged in recruitment and placement activities as defined in Article 13(b) of the Labor Code.

4.1.3. System/Service Description

DOLE Online Registration of Job Contractors and Sub-contractors gathers information based on the DO-174 application form (4.1.4. Application Form). By gathering this information the system generates a reporting system for the Admin User or the Focal Person which will be used for complying the monthly reporting in the DOLE Central office of Manila. With this gathered data, the Focal Person assigned will evaluate and process the data submitted by the client/applicant/business/establishment. After the evaluation is sort out, an E-mail notification will be delivered to the client/applicant/business/establishment based on the submitted application form. 

4.1.3.1. Users

The users who can access the system are the following:

  • Clients - are the users who registers and creates an account for submitting required documents and monitor the status of their application form.
  • Admin User - are the users that controls, evaluates and process application forms and document requirement. (More details 4.1.7.3)

4.1.6. Development Tools

4.1.7. Access, Authentication and Authorisation

4.1.7.1. Access

  • System can be access using the given link (https://onlinecontractingandsubcon.dole10.net). It can also be accessed through are landing/main page using the given link (https://dole10.net/) where all the DOLE Region 10 Services and Information are provided.
  • System access can be found using any Web browser (e.g. Google, Firefox, Microsoft Edge, Opera, etc) and can be accessed using any devices.

4.1.7.2. Authentication

Clients are verified using the contacts phone number, telephone number and email. The Admin also identifies the credentials utilized by the client on the application form.

4.1.7.3. Authorisation

Authorised Admin User are the Focal Persons, and the developers will give the users an account personally to control access and to secure lose of account.

CSHP is a set of detailed rules to cover the processes, practices and personnel responsible that shall be utilized in a specific construction project site.
