On February 23, 1995, Republic Act No. 7901 or “AN ACT CREATING REGION XIII TO BE KNOWN AS THE CARAGA ADMINISTRATIVE REGION, AND FOR OTHER PURPOSES” constituted the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the cities of Butuan and Surigao to form Region XIII to be known as the Caraga Region separate from Region 11.

Six years later, Executive Order No. 36, series of 2001, “PROVIDING FOR THE REORGANIZATION OF THE ADMINISTRATIVE REGIONS IN MINDANAO AND FOR OTHER PURPOSES” signed by Pres. Gloria Macapagal-Arroyo, mandated the reorganization and creation of Region X, known as Northern Mindanao composed of the provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental and the  Cities of Cagayan de Oro City, Gingoog City, Iligan City, Malaybalay City, Oroquieta City, Ozamis City, Tangub City and Valencia City.
